Is this a cute outfit for the carnival/fair?

Sounds amazing! Where did you get the shirt,purse and shorts? Wear flip-flops for a more casual look, but if you want to look a little nicer, wear the sandals. For accessories, wear a lot of bracelets, maybe a few colorful stretchy bracelets and then some leather/friendship bracelets, and a long silver necklace. If you want to wear more make-up, I would suggest black liner, shimmery nude shadow, and black mascara. Maybe perfume? I wear AE Bohemian and it's a perfect, young scent, not too old-lady-ish or slutty. And I have the same hair color as you :) I wear my hair mostly down and in beachy waves (I have layers), or a side/fishtail braid or a messy bun. (I'd personally let it go down or put it in a bun/braid) I'd so wear that outfit (I'm 14). I get all obsessed with my outfit for practically any event :) Have fun at the carnival! :D
